Central to this change is the introduction of the Golden Thread, which has redefined how building information is managed. It provides a clear, digital record that documents every stage of a building including design, construction, occupation and ongoing maintenance. By preserving, maintaining and making this information easily accessible, it ensures transparency and traceability.
The Golden Thread is a digital building information record required for higher-risk residential buildings (HRRBs) under the Building Safety Act 2022.
It provides a single, trusted source of data throughout a building’s lifecycle, helping dutyholders manage risk, demonstrate compliance and safeguard residents.

Responsibility evolves throughout a building’s lifecycle, with different stakeholders contributing information at each stage. By staying proactive early on, future compliance becomes much easier to manage.
When ownership changes, the PAP transfers all information to the new Principal Accountable Person.
For buildings constructed prior to the regulatory changes on 1st October 2023, responsibility rests with the building’s Accountable Person(s). They must make reasonable efforts to gather the necessary information to manage fire and structural safety risks.
While some historical records may be unavailable, the Building Safety Act requires duty holders to collect missing information unless it is ‘not practicable to do so’.
